Open and save panel service not working for chrome or safari, tried few options to resolve the issue with nothing working

I cannot open any file from Finder with Activity Monitor stating the "open and save panel service is unresponsive. This occurs in Chrome and Safari on any website where I want to upload a file from Finder or Photos. I have to force quit the browser for it to work again. I have read the community threads of options, including turning off iCloud Drive, signing out of iCloud, restarting, and trying again. I have closed out of OneDrive and deleted it too. I have attempted to run Disk Utility.

My only remaining solution is to reboot a fresh macOS, which I hope to avoid.
