Can't update itunes software due to 'access' issue.

I am trying to update my itunes for Windows software and I get a message 'There was a problem downloading the software for the iphone (iphonexx) You don't have enough access privileges for this operation. I went into the itunes folder and changed the permissions to ALL but that didn't help. I've done the update many times before with no issues.

Also I started having a problem download photos from my phone to my PC due to 'access' issues.

iPhone 14 Pro, iOS 18

Itunes is now updated. It must have done this in the background as I didn't update it myself.

I still cannot import photos. I get access denied when I use the 'import photo' app. I can see the photo on my PC screen but the error message is on top of it. Probable means that the photo was fetched from the iphone but the problem is writing to the PC. I've checked the Permissions for the destination folder and they are OK. I've shut down my AC software to no avail. I can import the photos to the web-based iCloud with no problem so again it seems that the writing permission is the cause.

I have a Mac which seems to manage importing photos just fine, but when I used to do it on my Windows machine I would import from the DCIM folder visible in Windows Explorer. I would review the images on the device, sorted by date, and copy over to my computer in batches. Occasionally a particular image would block the copying so I had to work in smaller batches to copy all but the problem image.
