I assume it was updated for the upcoming iPhone 16e. No security notes found. :)

My devices are no longer recognized by iTunes or AnyTrans, which relies on the drivers from iTunes. I installed from your link as well as from the Microsoft Store. All devices are on the current OS and everything has been restarted or rebooted.

Revert to the previous build that worked for you. Download links at the bottom of Troubleshooting issues with iTunes for Windows updates - Apple Community, which also has instructions for a deep clean of your existing installation before you downgrade.

Did we ever find out what Apple broke and fix in the last few minor versions? I can't remember. The only thing I could remember was the new iPhone 16 models last fall/autumn in USA.
