I'm a Google Fi user roaming in China.

Why can't I get RCS activated on iOS? I'm using iOS 18.5.

For comparison, Pixel works.

My carrier is Google Fi and it works on Android Phone, but not iPhone.

It might also depend on your roaming plan.
