Unable to share folders and files from iCloud drive on my iPad running iOS 18

When following the user guide for iOS 16 I follow the instructions to collaborate from iCloud Drive. I choose a link to the folder, then select my share options but the folder does not share. When I enter an email address I get an error.

Files app One Drive Shared Folder can’t access sharing option menu This is a One Drive folder. I've been having this problem for at least 6 months now. I’m on IOS v18.3. I set up shared folders about 4 years ago. I was able to share One Drive folders through the "Files" app without a hitch for 3+ years. Now when I try to look at folder "Options" of an existing shared folder in the Files app, the options menu displays then quickly disappears. Too fast to do anything. How to share an iCloud file or folder with anyone, from the Finder? I used to share iCloud files directly from the Finder, Share > Copy Link. Now this "Copy Link" option is nowhere to be found. Where can I the option in Finder? I'm using the latest OS, Sequoia 15.5.

I'm not able to create a shared directory -- I created an empty folder and tried to share it, so that a friend can share pictures with me and others. The finder dialog just says "Preparing folder..." and this does not end. I pay for 2 TB of iCloud storage, and am only using 560 GB, so lack of storage isn't the problem. And I have also tried this with a folder that has one small file, same results. I'd be grateful if anyone has a fix or workaround for this bug! thanks in advance.
