Links unresponsive in bottom inch of Safari Window

In any opened Safari Window, links on the ± bottom inch in the window are non-responsive. You can see them highlighted when clicking on a link or button, but nothing happens. When scrolling so that links/buttons are ABOVE the inch, buttons/links become responsive again. It only happens in Safari, all other browsers have no issues.

I tried:

  • Reinstalling macOS Sequoia ❌
  • Booting in Safe Mode ❌
  • Remove all AV software, VPN and Safari extensions ❌
  • Try in Safari when in recovery Mode ✅
  • Try in new fresh user ✅

So it appears to be inherent to my current setup, not macOS or Safari itself.

Does anybody has an idea what can cause this (e.i. software, plugin or anything)?

I hate the idea of completely having to reinstall all software etc. (not all software I use is available anymore or I can't find the serial anymore)

When I got my M4Pro, I restored everything from my macOS Catalina 10.13.6 Time Machine backup. Maybe there are incompatibilities?

  • Mac mini M4 Pro
  • macOS 15.4.1
  • Safari 18.04

I will post a Etrecheck report asap

So I've noticed this issue since I installed Sequoia on my M1 MacBook Pro. I've tried the same things you mentioned above, except reinstalling Sequoia. Also, this only affects my MBP, as I don't have this issue on my Mac Studio or other MacBook Airs in my family. Finally, it only seems to affect links at the bottom center of the screen. If it's off to the left or right side, it seems to work fine.

I've been scrolling the webpage or readjusting the windows to make the links work. However, today, I tried the Safari Technology Preview, and that seems to work correctly. It's been years since I've used it, but I'll try it the next few weeks to see if this solves the issue. The Tech Preview still has other issues with some sites I frequent, but at least the clicking on links work.
