Cant quit kernel_task on MacBook Air Ventura 13.2

We have a 2019 MacBook Air Intel with Ventura 13.2. Kernel_Task is taking 300+% of the CPU. Nothing else in the user. Unusable as the delay from clicking is 10 seconds or more. Activity monitor doesn't allow you to kill that process. Have tried to kill it in the terminal kill -9 0. Rebooted in safe mode, but still incredibly slow at the login prompt. Then tried recovery mode, however never got past the Apple logo.I don't care about the data, I am fine wiping the drive and starting over, just can't seem to get to that point? One thing I did notice is that the battery needs to be replaced, and it has to be plugged in all the time. Could this cause the kernel_task issue? In reading about the kernel_task issue online, people mention it runs to protect the hw if it's getting too hot. The computer is not even warm?

kernel_task IS the core of the operating system, so of course you can't quit it.

Sounds like you have HW issue - a bad battery at the minimum that you know about. Take it to an Apple Store or Apple Authorized Service Provider if you want it tested for repair. However, for a 2019 MBA, you are better off replacing it with a new Mac.
