How do I resolve the Mac Utility screen issue on a used iMac?

I bought an iMac from somebody off of facebook and it is on the Mac Utility screen i don't know what to do.

You'll want to attempt to reinstall macOS.

For future reference, never buy a used Mac from an unknown source. Very often the computer is not properly prepared and you can easily end up spending money on a brick. Apple devices have strong anti-theft protections that may render them absolutely useless. Buy your Apple devices only from Apple itself or reputable resellers.
