Could be a lot of reasons for that. Check your connection to the internet. e.g. can you test if other sites are working?
If other sites are not working, you might be dealing with a DNS server issue. Go to Settings > Network > Wi-Fi and then find your connection there and click on "Details". This will show you the DNS servers. Make sure you have an entry there or use a free DNS server, e.g. 17.7.7.7 and 17.8.8.8.
Secondly, there could be restrictions on your device that would block particular sites. Those can be set up and managed in Settings > Screen Time > App Limits. Check if there is an entry for YouTube and remove it.
