Your phone usage is off the wall; mine is 13 MB. I suspect drive corruption. Back up the phone, then restore the backup.

Now that we have clarity on what you are asking, mine is 22MB. Lawrence is probably right; drive corruption. That is why whenever I set up a new phone I always set it up as new and never transfer data from the old phone (the data I want to transfer is usually already synced via iCloud and not from backup).
I have found that when you transfer data from an old phone you also transfer accumulated “junk” as software tends to become bloated due to caches, obsolete files and data corruption.
You seem to have a lot of apps installed. Delete the ones you don’t use/need.
I don't have an issue with space. I have plenty of free space. I'm just curious as to why this very basic app is taking up so much space for itself. I would like to fix it. But storage used by other apps is not an issue.
What “basic app”? If by that you mean iOS it takes up what it needs to operate. As you upgrade it might become “larger” as upgrades might include functionality and new features which obviously take up more space.
You can do it from iCloud backup.
The contact photos I believe are stored in the contacts app, which logic dictates should not affect the phone app. But I’m not an expert as to iOS programming and development.

A moderator messed up my question. I was trying to ask specifically about the Phone app. The third app from the top. It takes up too much space for just being the stock Phone app!

Look at the storage occupied by the third app in the list. It is the Phone app. That's what I mean by a basic app. My Phone app is taking 8.13 GB of space. I see I worded my question incorrectly. I understand the confusion.
That sounds like something I can handle. I can do this via iCloud backup or should my laptop get involved?
I found a thread on Reddit with someone having the same problem.
I have contact photos and posters on many of my contacts. Many of which I upscaled so they would be higher quality. That sure came and bit me in the behind!
Apparently it's an old bug that Apple hasn't bothered to fix.
