Unable to create an Apple Account for my child in Poland

I'm trying to create an apple account for my child (8y). Country and region is set to Poland. I follow the process, set existing email address and suggested phone number (mine). Once I set the phone number and set to use it (no matter if this is mine or new one), I always get an error "your account cannot be created at this time".

I was trying to create this account using iPhone, iPad and macbook. Result is always the same.

Any idea what might be wrong?

I was able to create account for child. Issue was, that during the process from the link above, one of the step is to set the email. Even there is an option to choose already existing one, when you do so - it throws the error. Once I created new email address in icloud, account was created.
