Have you a copy of all the things you wish to retain safely stored in the Apple iCloud? If so, even without a Time Machine backup, you'll probably be OK to go ahead and erase your hard drive and then reinstall your macOS.

Once you have done so, and your clean computer is up and running satisfactorily, you'll then be able to bring items back down from the iCloud onto your computer again. It's quite a fun thing to do!

A word of caution re ICloud

Anything NOT on iCloud will be lost forever without a TM backup Full Stop

You may try the 3 keyboard combination >> Option + Command + r

Be aware of three things

1 - This will be Internet Recovery Mode which will require an active and functioning Internet Connection

2 - You will need to Wipe the Physical Drive of everything and reinstall the operating system from scratch

3 - To salvage your personal data >>> Always make a Time Machine Backup  before  proceeding

• Disk Utility: Repair or erase your disk. In the Recovery app, select Disk Utility, then click Continue. To return to the Recovery app, choose Disk Utility > Quit Disk Utility. See Erase and reinstall macOS.

I wrote a post in two other threads where users were unable to reintegrate a Windows Bootcamp partition back into the macOS APFS Container. Every user's situation may be slightly different, but here are the links to my other two posts which can be used as a starting point and a template to possibly resolve the issue without needing to erase the entire drive & start over from scratch. The instructions & suggestions may need to be modified for some situations.

Before making any attempts to modify the partitions, you should make sure to first have a good backup since modifying partitions is always a risky endeavor. Also, make sure to disconnect all other external drives as well.

The only Right Way to remove a Bootcamp Partition is to use Bootcamp

Any other method will result in having to follow previous instructions - Full Stop
