Scammers blocked the iPhone

The scammers logged into my device with their appl id and activated lost mode. What do I do now?

I have the box from the device, purchase receipts, data about the scammers. Can I get my iPhone repaired?

KiltedTime is correct. Apple will ONLY help you if you purchased the phone from Apple itself or an actual Apple Authorized Seller. If you bought it from anyone else, Apple will not help you. Since Apple no longer sells devices in Russia, you very likely didn't buy the phone from Apple or an Authorized Seller, which would mean you're very likely out of luck here.
