I am living in Germany and due to need of bank applications, … I have to use Germany as my region but I use English language so my region is Germany (English) but as my siri language is English (US), I am not able to use apple intelligence. How can this be solved? Can they add English (Germany) to languages for siri?

I understand. I would highly suggest you submit feedback to Apple below, where they can see your concern:
To use Apple Intelligence, both your device language and Siri language need to be set to the same country/region. Otherwise it won't work. Once you do that you should have access to Apple Intelligence as that was introduced to Germany in iOS 18.4. Aside from that, there is no way to circumvent it. This may also be to prevent people from trying to get Apple Intelligence in places where it's not supported.

You can use English Apple Intelligence in Germany with the region set to Germany, but you have to set all language settings and ate and number formats to English US. I have tested it this way on my Mac and it worked well, but is highly inconvenient, because some German websites, for example the interface to my online banking, require the system language to be German. So I had to keep switching between English and German when I wanted access to my money, and that has been very cumbersome and took a long time, because it resulted in a new download of Apple Intelligence and a new scan of my Photos Library. I cannot recommend to do this.
