Family members are unable to access Apple Music being on Apple One subscription

Hej, I have a Apple One subscription and an addition 2T of Icloud storage plans. I setup family sharing and all appears to be working well.

All family members can access the storage, andwatch apple tv through the family sharing function. However, the problem is apple music, some members cannot get access to the service.

My apple account is in the Netherlands, other members based in the same country have no issues, However one member in South Africa is facing the troubles. How to get around this?
