Family sharing subscriptions issue

I have family sharing turned on my iPhone 13 Pro (the organizer) and my iPad mini 6 wi-fi. I have a few iTunes Music purchases on my iPhone. My goal is to listen to my music on my iPad. But it has no access to my iPhone subscriptions despite active Family sharing. My Apple IDs belong to different countries. My iPhone has a German Apple ID installed, and my iPad has a Russian Apple ID installed. Could this be the only reason why it doesn't work for me?
