Why can't I organize my Safari bookmarks?

I have not tried before but tried to move one of my bookmarks, under favorites, to have it more noticable but either I cannot move them at all or they create a folder of the bookmark i am over to put the new bookmark in it. It used to be that you CLICK,HOLD and drag the pointer where you wanted it placed and if over another bookmark would do that but if inbetween would place it between the two marks. I seached but the only that came up was the above.

Is there any workaround?
