Hi,
I am unable to use ECG on my apple watch 10 , as while opening the health app and trying to set up my ECG, it shows an error stating “The ECG app is not available on your Apple watch”.
Software on both my watch and phone are upto date. Please help. Further this feature is available in my region.

Where did you buy your watch?
Not all features are available in every region/country:
watchOS - Feature Availability - Apple
The watch will always install the country specific watchOS, which can not be changed by changing the region in the settings.
To rule out a software issue, unpair the watch and set it up as a new device, without using any backup.

If the ECG app still is not available, contact the official Apple Support or the Apple Store where you bought it.
I bought the apple watch at the authorised apple store here in india. Also as per the feature list shared by you, ECG feature is available here in India.
