when i say forgot password in the app store it allows me to reset with passcode but when i enter the passcode its different than the one i enter when i unlock the phone. Is my app account somehow different than the one on the iPhone? iPhone SE latest update

You may have a separate Apple Account used for the App Store that is different than your main Apple Account. The Apple Account used by the App Store is under Media & Purchases when viewing your account in Settings on your device. You can also use the same Apple Account on many devices, each with a different Passcode.

It is easy to see if another device is on your account. All you need to do is go to Settings > [name on top], and scroll to the bottom to view the devices signed into your account. If you do not recognize one, then tap on it to remove it.
You will still need to change your Apple Account Password using one of the 3 methods in the link provided earlier.
Your devices use a passcode to access the device either alphanumeric or using TouchID/Face ID. This is separate from your Apple Account password.
