Safari bug won’t scroll after returning to previous tab

I just got an iPhone 16 pro 6 days ago and I’ve been noticing some lags on some apps but especially safari. For example sometimes I have to tap an accordion few times for it to open, or it doesn't interact at all. I did a factory reset, and this same problem persisted - if I’m google searching an image, I click the image to go to the webpage, then I go back to the previous tab it does not scroll anymore, it’s just frozen…. I’m not sure if this is a bug 18.4.1 or if it’s a hardware issue.

I also just went to settings to check my software and there’s this other glitch where if I scrolled to the bottom it will jump back up to the top. I don’t know if I should switch for a new phone… as it’s only been under a week but I’m afraid the inspection of the phone may take longer than a couple days.
