How to fix iMovie photo transition issues on iPad Pro?

This is a consumer forum. The contributors here are users of iMovie like yourself. We have no input into Apple's software decisions or fixes for any software issues.
The transitions issue that you mention has been reported previously on this forum. It appears to be a bug that Apple will need to address. Meanwhile, try adding a video clip to the timeline and see if that fixes it as a workaround. After finishing your editing you can delete the video clip before exporting.
