Why do parental controls keep resetting on my son's iPhone?

Parental controls, constantly reset to previous settings, despite all troubleshooting attempts. I have to updated the software on both phones, I have signed in and out and back into iCloud on both accounts. I have disabled parental controls and reenable parental controls. I have kicked my son out of family sharing, and re-added him to family sharing.

I am aware how to use parental controls and have used them consistently for years.

I just don’t have time to check to see if the password has reset to previous settings every two hours
