One account syncs with icloud for windows, another doesn't ??

I have installed the latest versions of my opsys and all drivers, windows 11 Home. I have installed the latest icloud for windows app. I start up and sign into one apple account, and turn on photos and it starts downloading/syncing up, without issue. I sign out, and the icloud photo folder goes away. I sign into another apple account ( diff iphone ), and turn on photos and nothing but an updating... message... with no photos arriving in the same named folder. I can repeat the process again, with one account working and the other not working... checked account settings, the only obvious difference being 50 GB (working) vs 200 GB max (failing)... but the account that works has more photos/videos storage than the one that doesn't work. Even made sure both are not 'optimized' ... stumped ! help !
