itunes on pc won't detect or sync to iPhone

Running iTunes 12.13.7.1 on my PC with Windows 11 Home. iPhone is a 16 Pro Max. For some reason, when I connect to my PC (using a USB-C cord on both ends), iTunes doesn't detect it. At first, I got an error message saying it detects a phone but doesn't recognize it; and asks me to disconnect then reconnect the phone. I've done that, and now a message appears on my phone asking me if I trust the computer and then requiring my phone's code. But when I do that, iTunes just sits there... still won't detect or sync the phone.

I've tried different cables and different connections, but so far no luck. Has anyone run into this?
