Genmoji doesn’t work with iCloud Family Members

I cannot get Genmoji or Image Playground to work with an iCloud Family Member.

My wife and I share an iCloud Family subscription. We also used an iCloud Photos Shared Library. When using Genmoji and Image Playground, my wife’s name does not pop up as an option. I’ve also noticed the same thing in the Photos app. Her name does not appear under “People & Pets,” but it is searchable in the search bar.

Does else have this problem, or can someone suggest a solution?
