How can I manage my iCloud storage payments?
I have just received a message that says that my iCloud account will delete alll of my photos, if a payment is not made?

I understand how concerning this might be. However , no worries might give you a mere idea how it works.
When you have a paid iCloud+ subscription. The amount authorises through the payment method updated in your Apple account. And when Apple is unable to charge the payment method (let it be because of bank issues etc) the order goes as unpaid status until you pay. < Now this is something related to the payment for the iCloud.
When it comes to erasing/deleting the data in the iCloud, Apple offers you 180 days to recover/ restore the data from the iCloud which is backed up via your Apple devices to the cloud until it's erased / deleted from the iCloud server for you to restore again.
So please try checking if the payment is made or not, if yes! everything is sorted. If not, its better to clear the payments and use the account as usual.(you can also get in touch with the Apple support team regarding this)

If you want to reduce the size of your iCloud Backup, you can stop backing up apps that you don't use any more, or delete old iCloud backups. If you turn off iCloud Backup for a device, any backups stored in iCloud are kept for 180 days before being deleted."
NOTE : Please make sure that the email / notification you received it genuinely by Apple and not any phishing attempt. You can try contacting Apple support services on this to know.
