How do I prevent kids from bypassing parental controls on iPhone?

Although my child’s phone has the latest iOS operating system, they are able to use all apps without any limits simply by choosing “Ignore Limit” as soon as the phone is turned on. Because of this, I’m unable to set any effective restrictions on app usage. My children can bypass all time limits on any app they want.
