If this is an Intel Mac, then try an SMC Reset. Make sure to read the instructions carefully since the process has changed if you have a T2 Mac.
Try unplugging the power adapter from the electrical outlet for a minute to reset the power adapter's internal circuitry.
Make sure the power adapter is connected directly to the laptop since some adapters, docks, hubs may not allow the full power reach the laptop.
Also disconnect all other external devices.

It is possible the USB-C port on the laptop is bad, so try using another USB-C port especially on the other side of the laptop. And try rotating the USB-C connector 180º upside down in case the USB-C port is half bad.
Definitely leave it charging over night just to be sure. Unfortunately once the battery is completely drained, it may be impossible to charge the battery again since the laptop is trying to power on, but it cannot so the power is going toward to goals.....charging the battery & powering on the laptop...it needs to focus on charging first, but cannot. More than likely the battery has failed if the above troubleshooting tips don't work, but it is also possible another hardware issue exists such as bad Logic Board or bad USB-C ports (yes, one bad USB-C port can sometimes prevent all of the other ones from working).
