Clearing history does not remove "tab history"

When I press and hold the new tab (+) button to view recently closed tabs, it shows tabs that were deleted over a year ago.

It has gotten to the point where I can't reopen a tab that I just accidentally deleted since it just gets mixed in with the hoard of old closed tabs. I have even tried clearing my search history to see if this would help but they are still there.

Is this a known bug with a known fix?

*Edited to add that the tabs that show first haven't changed since I've noticed this last year. And that it shows the bottom of the list first (even the top of the list is very old tabs).
