Search suggestions do NOT turn off for Safari iOS

On both my cell and iPad mini with current system update, Safari suggestions and search suggestions are both toggled off in settings. But as soon as I enter a letter in the search bar, a list of unwanted suggestions appear. I did not want to clear history, but finally did in exasperation. The suggestions still appear.

Why can't I delete Safari suggestions on my iPad? I have a number of shared links and website visited under “Suggestions” in Safari on my iPad. I managed to delete a few and then it stopped removing other links. I press and hold the link to get the drop down menu and then touch “remove link” but nothing happens. Help!
