How to refresh emoji settings on iPhone 13 Pro?

I have iPhone 13 Pro and new 18.3.2 update. Emojis I used exactly one time several months ago are in my “recently used” emoji tab and never leave, but emojis I use often get filtered out within a day or two if I use too many other ones. I am sick of seeing the ones I used one time, it shouldn’t but it is driving me crazy. I think this was happening before I updated too, I don’t know how long.

I tried deleting and re-adding the emoji keyboard and also resetting the keyboard dictionary and neither helped. I tried turning my phone off and on again a few times too 😅 any help would be appreciated.

I noticed while writing this that those steps did work to reset my emojis on safari but not on my messages.
