Apple TV is not playing content on Apple TV+, Amazon Prime

Apple TV will not play content on Apple TV Plus, Amazon Prime, etc. Just the spinning circle and then a black screen after attempting to buffer and start. I rebooted my modem/router. This started happening two days ago on a Gen3 and a Gen2.

I have done that, deleted the Prime app on my TV, etc. I either get the spinning wheel of death when I try to watch Prime video, or I am allowed to view videos with ads, but am unable to fast forward or rewind.
