Features of Apple Intelligence like Writing Tools no longer appear

When I am in my Notes app or in my Mail app, features like Writing Tools no longer appear in my toolbar. They used to when I first got my Macbook Pro M3, but now they aren't there. I've checked the settings and Apple Intelligence is turned on, but the buttons to activate these tools still aren't present? Has anyone else had this issue and/or how can I fix this?
