Either menu option should bring up a file/folder browsing dialog. If that isn't happening I suggest either repairing iTunes from the programs control panel, or removing and then reinstalling it. When uninstalling iTunes uninstall all Apple software in reverse alphabetical order. See Troubleshooting issues with iTunes for Window updates - Apple Community for more comprehensive advice.

Have you installed any of the following apps :

  • Apple Music (the app,)
  • Apple Devices
  • Apple TV?

If so, they will restrict what you can do in iTunes. Uninstall them.

If that is not the issue, how are you trying to add the files? What happens (for instance) when you use the iTunes menu option File/Add File to Library or File/Add Folder to Library, either of which is the best method for adding file to your iTunes Library (note the difference between the two options though)?
