Why hasn't Apple Pay launched in Macedonia despite SEPA regulations?

Since Macedonia is a member of the SEPA from yesterday which means that regulations in the banking systems are in full coordination with the one in EU, and let’s say if 3 months from now pass and we still don’t have the service, can we assume that Apple does not want to provide the service or that our banks are just avoiding the fee/they don’t want to participate?

Three months is a pretty short time frame. There could still be legal restrictions involving use of Face ID, storage of personal data, banks agreeing to terms and conditions, doing software design and integration into their websites and backend development to integrate their credit card approval system into Apple Pay. In my opinion a more realistic timeframe would be 6 to 12 months.
