Why is the service still not available in our country? What does Apple have to say about this? Google pay has been available for a year and more right now, why do we apple users have to wait more? I try to find information online about this but all is old posts. Someone please answer me

We’re just fellow users here; but Apple never discusses future products which might or might not be in the works.
That said, while it’s indeed Apple’s decision, that business decision is driven by local banking practices, the local credit card industry, and the local governmental regulatory environment.
You might also ask your own credit card issuer.

Probably nothing. They can't force your banking system, merchants and government to accept and implement Apple Pay. It's entirely up to them.

Again, ask your Bank and government why Apple Pay has not been implemented.
There countries who's regulations simply do not allow Apple Pay to work they way it does. India for instance has requirements that prohibit Apple Pay from functioning so the government does not allow it, and the Banks cannot implement it.
