How to resolve iOS 18.3.1 download problems on iPhone XR?

I have been trying to download this update for 2 days now and it is still stuck on requesting update. I have more than enough storage, i have tried downloading it using my computer, i have tried deleting the update and downloading it again, nothing works. Please help
