I am no longer able to add Contacts to my do not disturb allow list. The same goes for apps. I have tried restarting the phone, but it still won’t work.

So you tap on "Focus" in Control Center, (not the icon, which will turn the Focus on, but the three dots on the right hand side) then on the bottom of the Focus, you tap "Settings". Next you click "People", then, making sure it's set to "Allow Notification From" at the top of the page, you tap the "Add People" button, select the contact, then tap done. Same thing for apps.
Where in this process is your issue?
Please Force Restart your iPhone: Force restart iPhone - Apple Support.

I know how to do it but the “people” and “app” sections are no longer responsive. I have add multiple people in the past but now those sections are unresponsive.

You can try deleting the focus and re-creating it.
If you're using the same Apple ID on a Mac, try fixing it from the Mac.
