I started a project in iMovie, after I get all the pictures in and hit play only the first picture shows, however, the pictures where we can edit are moving along nicely..

The freezing with an iMovie photo project is a known bug that has been reported numerous times here. It seems to be related to iOS 18.3..
In any case, a successful workaround used by others it is to place a video of any size anywhere in the timeline. That seems to unlock the freeze.

iMovie project plays only the first picture, but pictures for editing are moving along
