base m4 mac mini apps not responding

Since I updated to 15.3.1, when opening new applications, they show as "Not responding" in activity monitor for 1-2 minutes. This has been happening consistently over the past two weeks. Has anyone else had this issue or found a solution for it? This happens with native apps and third party.
