Switch between the apps on first click fails

See video on first second, i click on the app "phpstorm" but i opens any minimized windows.

The app only opens after a further click. The first time I click, I usually end up on a blank page/blank space.

The funny thing is, after that everything works normally again, I can switch between apps with one click. And then sporadically not. Is this a feature or a bug?

I use MAC OS M1 Pro with Ventura.

Is this just a "phpstorm" issue... or all applications?
