Apple Intelligence stuck downloading for weeks on ipad with no toggle button
Probably about a month ago, I decided to turn apple intelligence on for my iphone, MacBook Pro, and iPad Pro. It turned on for all my devices except my ipad, which has been stuck looking like this since I hit the toggle button on. Intelligence does not seem to be working on my ipad, while it does on other devices. For example, when I open playground on my ipad, it says that apple intelligence is required and takes me to settings to turn it on, where it just looks like this. When I use siri, it activates the previous siri bubble in the bottom of the screen rather than the colorful ribbon around the edge of my device. I cannot figure out how to get it to show a toggle button again or quit downloading. I have restarted my ipad more than once.
For reference, I have an iPad Pro 13 inch M4 running on IOS 18.3.1.
