Apple Intelligence shows up on storage in EU

I’m on iOS 18.3.1. My software and my language is not supported for Apple Intelligence. How is this possible?

Apple intelligence not downloading I just bought a new iPad mini (2024) and I’m trying to download apple intelligence but it has been stuck at 0% all day long. I’ve tried resetting my settings, changing region and language to US and completely erasing and resetting my iPad.
