Your screenshot is showing energy usage instead of the temperature sensors.

Try selecting the temperature drop down and post a new screenshot.

Another option, is to completely uninstall iStats from the Mac mini.

Then get and use MacFanControl from > https://crystalidea.com/macs-fan-control

The following are temperature read-outs in Fahrenheit for my 2018 Mac mini using MacFanControl.

The "kernel panic type 13=general protection, registers" error, is telling you that there is something wrong with the RAM. This could be anything from an improperly seated module, a faulty module, an incompatible modules or a damaged RAM cage.

temperature value look normal, but when i ran apps with constant load like cinebench, CPU temp go up until above 95c and trigger kernel panic. before my mac shutdown, it show my cpu frequency still at 3.7 GHz, right now i just disable turbo boost for mitigation. i just wonder, is my mac cpu throttling system doesnt work or something? because cpu frequency doesn't going down when cpu temp above 90c

I see nothing wrong with those temperatures or anything that is overheating.

What I do see are 2 x 8GB Transcend PC modules, that are not compatible with the Mac mini.

Remove the 2 x 8GB Transcend RAM modules, reinstall the Apple factory (Hynix) Ram modules and Test.

For compatible 2018 Mac mini RAM modules, I recommend one of the following OWC kits.
