Iphone xr with ios 18.3.1 no plus sign to add widget on home page or widget page ( use both clock and calendar widgets which do not show on widget page), shows edit and done. Edit does nothing

Tap Edit, then tap Add Widget.
I have tried to tap edit button but button does not change to plus
I have an XR with 18.3.1 as well. When you tap the Edit button do you get a popup with three choices; Add Widget, Customize, and Edit Pages?
No pop up appears, edit button does nothing that I can see
