Dots about 2mm in diameter lined-up in rows on both sides of screen, 2 rows on each side in portrait, 3 rows in landscape. This dots occur on all screens (even on locked screen). Could this be a wallpaper enhancement of which I am unaware?

As described, you appear to have activated Vehicle Motion Cues - this being a new feature introduced with iOS/iPadOS 18.
This feature is easily disabled from your iPad (or iPhone) Accessibility settings:
Settings > Accessibility > Motion > Show Vehicle Motion Cues - set to OFF
