Cellular data option is missing on my iPhone 16 Plus

I have recently found out that if I open my setting>cellular, I cant find the "Cellular Data Options" on my iphone 16 plus, all I see is the "Celluar Data" and "Personal Hotspot". I cant event switch to use 4G or 5G and cant toggle on/off the VoLTE.

I already tried to restart my phone twice and already downloaded the latest ios update on my iphone. Also, im having issues with outbound sms, it always say "sending failed". Why is this happening?
