I upgrade my iphone 13 pro max to IOS18 today, and the connection to cellular data doesn’t works anymore. I only can connect to wifi now.
The top right corner of my phone shows strong connection to 4G/5G cellular data, but it just doesn’t work when I open any apps.

Reset Network Settings doesn't work. Save yourself from losing all your established Bluetooth/wifi connections and don't do this.
For context, I have an iPhone 15 Pro that was running the previous iOS. I upgraded yesterday and haven't been able to connect to my cellular network since.
Update: I think this could be a Verizon issue. I just found an article saying "Massive Verizon Outage -- Some Verizon customers are waking up this morning to their phones in SOS mode due to an outage"

One thing to check: go to Settings -> Cellular and make sure that Cellular Data isn't turned off.
If that isn't the case, you can try resetting Network Settings:
Settings -> General -> Transfer or Reset iPhone -> Reset -> Reset Network Settings
