Unable to download photos without Wi-Fi on iPhone

When I am not connected to wifi - and sent a photo, it says I have to download the photo to see it, but it doesn’t allow me to download it until i’m back on wifi. This didn’t start until like 8 or 9 months ago.

Do you have a cellular data connection? It’s the only way of communicating if you don’t have a Wi-Fi connection.

Go to Settings/Cellular and make sure it is on, then scroll down and make sure it is on specifically for Photos and Messages.
