That is true only when you enable iCloud Photos. However,

In order to access photos stored on My Photo Stream using other devices, you typically require an internet connection. My Photo Stream is an iCloud feature that allows you to automatically upload and sync your photos across your Apple devices, including iPhone, iPad, and Mac.

When you capture a photo on one device, it gets uploaded to My Photo Stream and then becomes available for viewing and downloading on other devices connected to the same iCloud account. To access your photos on a different device, it needs to be connected to the internet so that it can sync with iCloud and retrieve the photos from My Photo Stream.

It's worth noting that My Photo Stream uses the internet to sync photos between devices, but it does not count against your iCloud storage quota. The photos in My Photo Stream are stored for a limited time (up to 30 days), and during that period, they can be accessed and downloaded to other devices connected to your iCloud account.
